The Co-operative Incentive Scheme (CIS) is a 90:10 cost-sharing grant for registered primary co-operatives (a primary co-operative consists of five or more members). The objective of the CIS is to improve the viability and competitiveness of co-operative enterprises by lowering their cost of doing business through an incentive that supports Broad-Based Black Economic Empowerment.
Objectives
- Promote co-operatives through the provision of a matching grant;
- Improve the viability and competitiveness of co-operative enterprises by lowering the cost of doing business;
- Assist co-operatives to acquire their start up requirements;
- Build an initial asset base for emerging co-operatives to enable them to leverage other support; and
- Provide an incentive that supports broad-based black economic empowerment.
Eligible activities through the grant:
- Business development services (e.g. feasibility studies; business, manufacturing and production systems; and production efficiency and improvement, etc);
- Technological improvements;
- Machinery, equipment and tools;
- Commercial vehicles;
- Infrastructure linked to the project (e.g. 3-phase electricity; boreholes, etc.); and
- Working capital.
Who benefits / Eligible criteria:
Eligible entities should:
- be incorporated and registered in South Africa in terms of the Co-operatives Act of 2005;
- be emerging co-operatives with a majority black ownership;
- have projects in any of the different economic sectors;
- adhere to co-operative principles;
- be owned by historically disadvantaged individuals (HDIs); and
- be biased towards women, youth and people with disabilities.

In order to qualify for the BBSDP grant your business needs to be Black-owned, in existence for a minimum of one year, and the business needs to be making a minimum of R250.000 per annum in sales.
The grant covers 50% of purchasing of new tools, machinery and equipment. The grant does not cover vehicles, property, operational expenses and it does not provide direct finance.

I’m a member of Motseng Mashego Multipurpose Cooperative Ltd. We are a primary Cooperative. The Coop business is Agriculture focusing on Cattle(beef), Sheep and Goats(Mutton) which it has. It also focuses in vegetable production (1.5ha and planted pasture rotationaly), free range chickens, as well as a tractor and imlplements(mouldboard, Disc plough, Disc harrow, maize planter). A cattle kraal and small stocl kraals. All these and the land belong to the Coop and funded by members of the Coop. The farm is 8.5ha and it has an additional 8.5ha. Both farms have boreholes although the currently utilised farm the water is too brackish with a low capacity. We wish to be assisted with the incentive for: Repairing a pressure pump, upgrade from single phase to a 3 phase electricity, Debushing 2ha, new borehole, additional irrigation pipelines, Tractor service, minimal operational capital. We have ceased in producing vegetable due to the drought conditions and small space. We want to go into production again and this time using the whole 5.5 ha of the 8.5ha. We located on Madibeng in Brits.
